Reference Class Forecasting (RCF)
We are building unB.I.A.S.TM, one of the largest databases on Canadian megaprojects to investigate, validate, and improve RCF (see Flyvbjerg et al., 2013). It is a forecasting technique based on the Nobel Prize-winning research of Daniel Kahneman. RCF shields against human biases and internally-introduced errors, and can be used to forecast various figures, including cost, schedule, and revenue. The United Kingdom’s Major Projects Authority is already implementing a version of RCF.
